Rantepao and Makale, Tana Toraja
Rantepao and Makale are twin towns and therefore project activities
were often undertaken jointly.
A major project that was initiated by the SEALSWIP team and received
additional funding of CND $80,000 from another CIDA program
(Collaborative Environmental Project Indonesia – CEPI) was the
development of a manure composting facility at the site of a weekly
water buffalo market. Over 1,000 animals are present on a market day,
and the manure deposited was causing health and environmental problems
as it was either left in trenches or washed away untreated in the river.
Composted manure is sold as organic fertilizer to local coffee farmers.
The first facility produces 2.5 tons of finished compost, and demand
for compost, sold at a profit, outstrips supply. The demonstration
project is now financially self–sustaining and has been expanded
to 6 other facilities. The model has also been copied by several private
enterprises.
Activities:
- Established a community based model for urban planning and project
evaluation (stakeholder committee)
- Undertook a waste audit to set a baseline for waste management
planning.
- Developed templates for project planning to facilitate easier
decision–making and implementation. These templates are helping
the cities move from an ad hoc process of decision making to a more
formalized process.
- Developed a manure composting facility for the local water buffalo
market. (see above)
- Implemented a community education program including a recycling
festival and radio campaign for waste awareness.
- School recycling and composting program, in 21 schools, which is
integrated with teaching modules on health and agricultural practices.
- Initiated support program for women entrepreneurs who want to
be recyclers.
- Assisted in the site selection process for a World Bank funded
landfill site.
- Worked with informal recyclable collectors to formalize and increase
the efficiency of their operations. One way this was done was by providing
them with uniforms so that they were distinguished from thieves. This
helped their work to be recognized by the municipality as helpful rather
than marginal and illegal.
